The Quickstart rules are fine to test the system out, but you will want this rather sooner than later. While the Investigator's Handbook isn't necessary, it gives Keepers and Investigators more flexibility and a wider variety of occupations - it's a useful addition. The Keeper Screen, well, it's okay, personally, I would have designed the backside differently, but it's still useful.
That being set, it's worth it even if it was just for the included scenarios. The slipcase looks nice, keeps everything together and to be honest: why pay basically the same well, 14cents less and miss out on the slipcase? This slipcase set gives you everything that you need to start running Call of Cthulhu and more!
