The downloaded file will have the same name as the original filename. The download attribute only works for same-originl URLs. So if the href is not the same origin as the site, it won't work.
In other words, you can only download files that belongs to that website. This attribute follows the same rules outline in the same-origin policy. View solution in original post. Is this still working that way? Now doesn't work. Each time you replace the file the former link isn't longer available. Someone else reported this earlier but I'm unable to reproduce it.
I had a file with an existing link. I made a change to that file overwriting the existing one. The link remained active. If that's not what you're seeing then you should open a ticket with Support so they can look into it.
